В статье представлен обзор современных литературных источников, посвящённых детерминантам развития малого и среднего предпринимательства в России. Рассмотрены институциональные, финансовые, региональные, инновационно-технологические, аграрные и макроэкономические факторы. Особое внимание уделено административным барьерам, ограниченному доступу к финансовым ресурсам, недостаточной эффективности мер государственной поддержки, региональной неоднородности предпринимательской среды и влиянию санкционных ограничений. Показано, что, несмотря на значимость МСП для занятости, инновационной активности и устойчивого развития территорий, вклад данного сектора в экономику России остаётся ниже, чем в развитых странах. Обобщение научных работ позволяет сделать вывод о том, что развитие МСП требует совершенствования институциональной среды, повышения адресности государственной поддержки, расширения финансовых инструментов и укрепления региональной инфраструктуры предпринимательства. Полученные результаты могут быть использованы для дальнейших исследований факторов роста МСП и разработки мер экономической политики.
