The article presents a review of contemporary academic literature devoted to the determinants of small and medium-sized enterprise (SME) development in Russia. Institutional, financial, regional, innovation and technological, agricultural, and macroeconomic factors affecting the dynamics of the SME sector are examined. Particular attention is paid to administrative barriers, limited access to financial resources, the insufficient effectiveness of state support measures, regional heterogeneity of the entrepreneurial environment, and the impact of sanctions-related restrictions. The study demonstrates that, despite the importance of SMEs for employment, innovation activity, and sustainable territorial development, the contribution of this sector to the Russian economy remains lower than in developed countries. The synthesis of scholarly works leads to the conclusion that SME development requires improvements in the institutional environment, greater targeting of government support measures, expansion of financial instruments, and strengthening of regional entrepreneurial infrastructure. The findings may be used for further research on SME growth factors and for the development of economic policy measures.
