The regulatory framework for the creative economy was analyzed for the importance of the education system in the development of creative industries: the law «On the development of creative (creative) industries in the Russian Federation» (2024), the Regional Standard for the Development of the Creative Economy, the scientific report «Creative Potential Index in Russian Cities.» An analysis of publications on the importance of the education system in training personnel for creative industries was carried out. It is shown that education, on the one hand, prepares personnel for creative industries, and, on the other hand, it forms people’s development needs, self-education and self-realization, gives rise to interest in participation in creative events, creative industries Justified, that since the products and services of creative industries are the result of intellectual and creative work, the effectiveness of this sphere is determined by creative people, managers, marketers, media workers, representatives of other professions in this sphere, which determines the importance of training the necessary personnel in the regions. The role of the indicator of the quality of education as a key factor in the development of creative industries in cities is reflected. The problems associated with the training of personnel for the creative industries are named. The directions of educational and consulting support in the field of creative industries are reflected. Recommendations of specialists and experts in the field of creative industries for the education system of the region and the city are given. The indicators of the education system in the system of indicators for assessing the creative potential of territories are highlighted. Colleges and technical schools of the Ivanovo region, which train personnel in the field of creative industries, were analyzed. It is shown that in two areas of creative industries, training is carried out only on the basis of non-state colleges. And the top three leaders in the creative industries in terms of the number of colleges that train personnel include «Fashion (including jewelry),» «Gastronomy» and «Design».
