The study of the legislative framework of the constituent entities of the Russian Federation in the field of local self-government, the charters of the latter and their practical implementation reveals the uniqueness of organizational approaches to local self-government, as well as the features of their practical implementation, which are becoming more extensive and diverse. At the same time, in our country there is no methodological tool for determining the effectiveness of organizational structures of municipal administration. In this regard, the study of theoretical aspects and practice of assessing the effectiveness of organizational structures of local self-government bodies is of significant scientific value. The purpose of the study is to develop a unified approach to assessing the effectiveness of the organizational structures of municipal authorities. To achieve this goal, the author's methodology for assessing the effectiveness of the organization of local governments was proposed. This methodology takes into account the requirements of federal regulatory legal acts, the results of advanced scientific research on the topic under study, the specifics of both the assessed local government body and the municipality. For the assessment, it was proposed to use a set of methods - from diagnosing compliance with requirements, comparing with analogue objects to interviewing employees of the authority. Approbation of the methodology on the example of the Administration of the city of Vologda made it possible to identify problem areas in the organizational structure of the management of the executive body, and develop recommendations for their elimination. The author's methodology is complex, universal in nature, and can be recommended to assess the effectiveness of the organizational structures of local self-government bodies of any municipalities of our country. The proposals developed during the study are intended to serve as the basis for the formation of effective strategies and approaches to municipal management.
