The article analyzes the theoretical and normative content of the concept of «technological leadership», as well as the essence of the technological policy of the state aimed at achieving technological leadership, presented in the legal acts of the Russian Federation. The purpose of the study is to identify the directions of scientific and technological policy of the subjects of the Russian Federation to achieve the national goal of technological leadership. The hypothesis of the study is that, in view of the strategic importance of technological leadership for the development of the state in the digital economy, the conceptualization of this goal and its decomposition into areas of responsibility of participants is carried out from a single decision-making center and is mainly directive in nature. Using the example of the Yaroslavl Region as a region with a developed and diversified industry, it is shown that the scientific and technological policy of the subjects of the Russian Federation to achieve the national goal of technological leadership is based primarily on the implementation of national projects, ensuring technological independence and the formation of new markets in accordance with the directions formulated by the Government of the Russian Federation. The theoretical basis of the research was the scientific literature of domestic and foreign authors devoted to various aspects of achieving technological leadership. To substantiate the conclusions, the study used factual data from available Internet sources, as well as the provisions of regulatory documents regulating the technological development and construction of the digital economy in the Russian Federation. To achieve this goal, the methods of theoretical cognition were used – collection and analysis of information, formalization, analogy; empirical research – comparison and description.; general logical methods – synthesis, generalization, classification and structuring. The methodological basis of the research is a systematic approach that considers an object according to the principles of integrity and interconnectedness of its constituent elements, and from the point of view of which not only the object, but also the research process itself acts as a complex system whose task is to structure various levels of object study. The results obtained can be used to conceptualize technological leadership as a new area of demand in modern economics.
