The relevance of the study is due to the fact that the socio-economic inequality of the subjects of the Russian Federation generates digital inequality, and this, in turn, affects the competitiveness of agglomerations. The aim of the study is to assess the impact of the digital divide on the quality of life in Russian regions. The hypothesis of the study is that there is a direct relationship between the level of ICT development and the quality of life in the Russian regions. Therefore, regions which have similar characteristics of ICT development will have the same level of quality of life. A cluster analysis was used to test the hypothesis proposed in the paper. As a result of the study, the hypothesis proposed in the paper, in general, was not unequivocally confirmed by the data characterizing the economy of Russia in the medium term time interval.
